PALM COAST - Francis "Frank" McDowell, 68, of Palm Coast, a retired engineer, died Monday at Florida Hospital Flagler. 

Mr. McDowell was born in Renton, Scotland, and moved to this area in 1989 from White Plains, N.Y. He was a Mason. 

Survivors include his wife of 47 years, Catherine; and a daughter, Stephanie McDowell, Palm Coast.
