Cowart, Ex-Flagler County Commissioner, 99, dies

A former Flagler County Commissioner responsible for improvements in the west side of the county, C. H. "Papa H." Cowart of Bunnell, died Monday at Florida Hospital Flagler, Palm Coast. He was 99.
Cowart, a native of Seville, moved to Flagler County as a young man. After graduating from Seville High School, he worked for his father on the family cattle and timber farm.
After his move to Flagler County, Cowart owned nearly 9,000 acres of land and 12,200 head of cattle over the next 20 years.
He served as county commissioner from 1956 to 1984.
A long-time family friend, Louis Steflik of west Flagler County, a former county commissioner who served with Cowart for 24 years, said “he looked out after taxpayers' money as if it were his own."
Former ITT President Jim Gardner of Palm Coast, who worked with Cowart, said he was a true Florida cattleman and a nice guy."He did a lot of things to help people," Gardner said, including getting roads and drainage improvements in western Flagler County.
He was a member of First Baptist Church of Bunnell.
Survivors include a son, Charles, a daughter, Elissa Tilton, and a step-daughter, Imogene Strickland, all of Bunnell; a sister, Juanita Nolan, Seville; nine grandchildren and numerous nieces and nephews.

COWART, C. H. "PAPPA - H"- Graveside service for C.H. "Pappa H" Cowart, 99, a lifelong resident of Flagler County, who died Mon., Feb. 26, 2007, at Florida Hospital Flagler, Palm Coast, will be 10:30 a.m., Thurs., March 1, at Seville Cemetery, Seville. The family will receive friends today (Wednesday) from 5 p.m. until 8 p.m. in the chapel of Craig-Flagler Palms Funeral Home, 511 Old Kings Road S., Flagler Beach.
Mr. Cowart was born Feb. 6, 1908, in Seville, to the late Ollie Wesley and Nannie Beatrice Mask Cowart. He was a local cattleman and timber man for many years in Flagler County. Mr. Cowart served 28 continuous years as a Flagler County commissioner. He was a member of First Baptist Church of Bunnell.
Preceding him in death were his wife, Thera; three sisters, Eula Stone, Effie Turner, and Catherine Johnson; and three brothers, Oliver, Wesley and Victor Cowart.
Surviving him are his daughter, Elissa Tilton, Bunnell; son, Charles Howard Cowart, Bunnell; stepdaughter, Imogene Strickland, Bunnell; sister, Juanita (Cowart) Nolan, Seville; nine grandchildren, Chuck Cowart, Rob Cowart, Edee Hurst, Jay Tilton, Jerry Tilton, Jimmie Sue Casale, Jill Garrett, Mark Strickland and Marcy Bentley; numerous great-grandchildren; and great-great-grandchildren.
